Shipping is done Canada Post for Canadian destinations or USPS for U.S. destinations. Up to 20% of shipping costs are a stipend to eBay. If I charge 20$ eBay adds 5$ more. There is no way around this.Freight rates are set by dimensional weight not actual weight or package size. Again there is no way around this.
